Pasay City Mayor Emi Calixto-Rubiano’s stewardship of the city has been focused on modernization, accessibility of services, and improving the quality of life for her constituents.

Her HELP agenda – H for health and housing, E for education, economic growth, and environment; L for livelihood and lifestyle; and P for peace and order, palengke (market) and pamilya (family) has transformed Pasay City into an Eco City.

Rubiano said that under the HELP agenda, she aims to transform the city into a more sustainable and globally competitive metropolis for Pasayeños.

She announced the development of Pasay Eco City, the first ever Eco City in the country in May 2024.

The mayor said the project prioritizes the establishment of ecologically beneficial public spaces in its seven districts: Gateway, Channel East, Channel West, CentralPark, NorthDock, SouthShore, and West Wharf.
