Muntinlupa Mayor Ruffy Biazon is in his first term as the local chief executive after serving five terms as the city’s congressman.
When he took office as mayor in 2022, Biazon launched his 7K Agenda, his main focus areas that include education, health, livelihood, peace and order, and economic development.
In the last three years, Biazon implemented reforms and launched new initiatives including the Kalingang Munti Action Center (KMAC), a one-stop shop for the public to avail different services.
“As Mayor of Muntinlupa, my focus has always been to create a city that serves its people genuinely, where each resident feels supported and valued. We’re not just here to provide services; we’re here to build a community that thrives on a strong foundation of compassion, inclusivity, and opportunity,” said Biazon.
Under his watch, the city government increased the budget for scholarship for students, and provided free “Balik Eskwela” packages containing school bags, school supplies and shoes.
Biazon also launched the Womb to Work Program “that stitches together a series of interventions that address the different stages that a child goes through from the womb of the mother up to the age of productivity.”
The city government also ramped up services and funding for health, livelihood, infrastructure, and peace and order.
“Our 7K Agenda—which focuses on health, education, livelihood, and other essential services—ensures that our resources are directed where they’re needed most,” he explained.
‘Building a city that cares’
He added, “By prioritizing social services, we’re strengthening support for the elderly, enhancing healthcare, and providing educational resources that uplift young Muntinlupeños. This balance between a strong service culture and efficient systems keeps us moving forward and building a future where every resident has the chance to succeed.”
Biazon also focused on developing a culture of service among city employees and departments.
“One way we work toward this is by fostering a culture of service. This approach prioritizes understanding and addressing the actual needs of Muntinlupeños. We listen, we respond, and we aim to improve every step of the way,” he said.
Under this, programs are tailored to cater to different needs of people.
“From health and education to social services, our programs are designed to meet people where they are—whether that means bringing medical services closer to communities, or providing assistance for families to send their children to school,” he said.
For city government services, Biazon said systems are being installed to make processes faster.
“Alongside this, we’re installing systems that make government processes simpler, faster, and more transparent. For example, we’ve digitized many of our procedures to ensure that services like health reimbursements, business permits, and even educational support are easier to access and less prone to delays,” he said.
According to him, “These systems are about creating a government that’s accessible to all, reducing human error, and cutting down on red tape so that people get what they need without the usual bureaucratic roadblocks.”
All these initiatives make up his vision to make Muntinlupa “a city that cares.”
“In short, making life better in Muntinlupa means building a city that cares—one where both the human touch and efficient systems work hand in hand to support and empower every member of our community,” he said.
