As the first female chief executive of Malabon City, Mayor Jeannie Sandoval made the digital transformation to improve the efficiency and accessibility of government services for residents.

(It has long been our plan to improve the lives of every Malabueno, even before I became the mother of the city. This includes the expansion of programs that are meant to improve their quality of life. We looked for ways, using the latest technology, for our services to reach them more effectively.)

The Malabon Ahon Blue Card (MABC) was launched in December 2022 which allows residents to receive financial assistance four times a year without long queues and simplifies the process of receiving aid.

In partnership with Universal Storefront Services Corporation (USSC), the MABC has already been distributed to over 84,000 residents.

The city government also launched a Burial and Hospitalization Aid program which offers up to P5,000 for hospital or burial expenses.

Over 126 families of deceased residents have received burial aid while around 54 also claimed their hospitalization assistance.

The Electronic Business One Stop Shop (eBOSS) allows taxpayers to process business permit renewal using their mobile phones in the comfort of their homes and without face-to-face interactions.

According to the City Business Permit and Licensing Office, the system increased business owners’ confidence in opening their businesses in the city.

There are already 7,800 businesses operating in Malabon which 700 opened this year.

On October 29, the Anti-Red Tape Authority and the National Association of Business Permits and Licensing Officers (NABPLO) Philippines, Inc. cited Malabon LGU for its effective and full implementation of the eBOSS system.

Mayor Jeannie has not only focused on digital services but also in providing decent housing for MalabueƱos.

In 2023, the St. Gregory Homes in Barangay Panghulo was inaugurated to provide in-city housing for families relocated from flood-prone areas under President Ferdinand “Bongbong” Marcos Jr., housing project. It has already provided homes for over 500 families.

The city government also launched the ā€œPalupa para sa mga Walang Lupa program,ā€ granting Certificates of Eligibility for Lot Allocation (CELA) to 500 MalabueƱos.

The program aims to provide legal land ownership for families who have built homes on city-owned lots.

In January, the city government held its Walang Tulugan Serbisyo Caravan, a mobile initiative that brings health, disaster response, and financial assistance programs directly to the barangays.

The program has made it easier for residents to access services without having to travel long distances.

The city government also provided ā€œlibreng sakayā€ for residents stranded during transport strikes, floods, and other calamities.

The txt MJS provides urgent rescue during times of calamities and emergencies.

Sandovalā€™s leadership also extends to promoting programs in livelihood development, disaster risk reduction, flood mitigation, and tourism, further contributing to the community’s overall welfare.
