What kind of future can we build if every Filipino has access to opportunities shaped by science and technology? How much brighter can our nation shine when innovation becomes the solution to our daily challenges? As the secretary of the Department of Science and Technology (DOST), my vision is clear: To make DOST the department that provides solutions and opens opportunities for every Filipino, the leading enabler and provider of science, technology, and innovation (STI) explicit solutions toward national development. My goal is to ensure that STI serve as levers of national progress, empowering communities, driving economic growth, and improving the quality of life for all.
We draw inspiration from the pioneering achievements of Filipino scientists, researchers, and innovators who have expanded the boundaries of discovery. From groundbreaking research in agriculture and health to advancements in disaster resilience and industry development, these efforts continue to shape our trajectory. Today, we build on this legacy by expanding high-impact programs that address our nation’s most pressing needs.
One of our key priorities is economic development through STI. We aim to enhance livelihoods, empower communities, and develop industries by supporting startups, providing technical and financial assistance, and supporting innovation hubs, technology centers, and regional laboratories. By fostering creativity, productivity, and continuous improvement, we strive to create globally competitive products and services that generate high-value jobs and economic opportunities.
The promotion of wellbeing remains at the heart of our programs. We focus on accelerating the development of innovative health solutions, such as functional food, supplements, and new technologies to address malnutrition and chronic diseases. Our goal is to create a healthier, more resilient population by ensuring access to clean water, decent housing, and essential health services for every Filipino.
In a country frequently impacted by natural hazards and climate change, our Disaster and Climate Resilience Program is vital. We use advanced technologies, such as early warning systems, satellite data, and geospatial tools, to improve disaster preparedness, response, and recovery. By building resilient communities and mitigating risks, we not only protect lives but also enable sustainable development.
Food security is another cornerstone of our work. We strive to ensure that every Filipino has access to safe, affordable, and nutritious food. Additionally, recognizing that human capital is essential to STI, we are enhancing our S&T human resource development programs. By providing scholarships, improving STEM education, and fostering a culture of innovation, we aim to increase the number of Filipino scientists, engineers, and researchers who will lead us into the future.
To address emerging challenges, we are ramping up research and development (R&D) in areas such as artificial intelligence, geospatial analytics, quantum technology, Industry 4.0, circular economy, smart agriculture, and biologics in the pharmaceutical industry. These initiatives demonstrate our commitment to ensuring that R&D outcomes benefit both our economy and the wellbeing of our people. While R&D is inherently risky, the support of our partners drives us to continue our work.
