The efforts of the Rizal provincial government under Governor Nina Ricci Ynares to achieve continuing progress and growth have gained citations from the national government.
Since the term of former governor Rebecca Ynares in 2016, the province, until the present, had been a consistent Top 1 Most Competitive Province in the Philippines for nine consecutive years, as adjudged by the Creative Cities and Municipalities Congress organized by the Department of Trade and Industry.
During Gov. Ynares’ first year in office in 2022, the province received the Seal of Good Local Governance award, replicating the same recognition given to the provincial government during her mother’s term.
Infrastructure projects included the construction of evacuation centers, Disaster Support Facilities, school buildings, multi-purpose halls, trial courts, municipal roads, among others.
Among the priority programs of Gov. Nina is the continuation of her mother’s Ynares Eco System (YES) To Green Program, a pro-environment program that entails the participation of the residents, community leaders, local and provincial government employees and other stakeholders in environment protection.
Out of 1.6 million trees planted since 2016 under the YES program, 105,020 trees have been planted all over the province since 2022 when Gov. Nina became the governor of the province.
The participation of stakeholders, including the residents, in the various programs for the environment, boosted the 8,065 clean-up activities as of November 2024.
During the 11th anniversary of the YES program this year, a total of 537 community vegetable gardens have been established all over the province, giving the people the opportunity for livelihood and at the same time helping in environment protection.
Waste recycling and segregation, an integral part of the YES Program, has resulted in the setting up of some 153 functional Materials Recovery Facilities (MRF) province-wide. These MRFs, located in communities, minimize the garbage that are sent to dump sites since recyclables, including biodegradable plastic materials are made into useable items.
The peace and order situation in the province, also a factor in making the place a progressive locality, with residents living without worrying of the threats to security, resulted in the declaration by the Department of Interior and Local Government of the Stable Internal Peace and Security in the province on September 23, 2024. Majority of the municipalities and city in the province have also been granted insurgency-free status by the government.
Patrol vehicles given to the police and barangay have enabled authorities to perform their duties in keeping communities safe for the residents.
Health is also among the priority projects of Gov. Nina.
Several on-going and completed projects under Gov. Nina’s administration are the continuing construction of health facilities in localities, the establishment, improvement and expansion of the Rizal Provincial Hospital System buildings, and the distribution of rescue vehicles and ambulances to the province’s 14 localities.
Education is also a top priority as the provincial government continues to grant educational scholarships and cash incentives to Rizaleño youth through the “Iskolar Ni Gob program,” which has benefitted thousands of students, most of whom have graduated and are now gainfully employed in the private and public offices.
Other awards received by the provincial government were the “Subaybayani” Top Performing Province for Region 4-A, 2023 Good Financial Housekeeping citation, Most Outstanding Tourism Association in the Philippines, first runner-up in the Best Practices for Sustainable Tourism and second runner-up in the Best Practices in Community-Based Tourism given by the Association of the Tourism Officers of the Philippines Pearl Awards 2023.
The Bureau of Local Government Finance of the Department of Finance named the province Top 1 for Fiscal Year 2023 and Top 2 for Fiscal Year 2022 in terms of the ratio of local source revenues in nominal terms, and Top 3 for Fiscal Year 2022 and 2023 in terms of the ratio of local source revenues to total current operating income.
